Parking lot gravel

i think that maybe approaching the potholes first with quikcrete and then a layer of gravel over the top would be a best approach. however, snow and cold does make it a bit of a challenge now. perhaps more of a quick fix due to the temperatures until spring when it can be really worked on would be a good way to go, imo.

Unfortunately, that would give the maximum chance of water getting underneath the crushed rock and freezing on top of the quickrete, pushing the rock up and out of the hole.

The optimum result is to have the upper surface as the least porous and to allow water below the surface to either drain away horizontally or be disbursed into a depth low enough to not easily freeze.
