Not sure what the story is on this one but, please do not use non-center cutting end mills as drill bits…
If the cutting face has a blade through the center, then it can be used for ‘drill like’ operations, like counter boring, spotfacing, or pocketing.
The photo below is of a non-center cutting end mill that was used on some kind of resin. The whole in the center of the end mill would make it difficult to perform those operations without first drilling a pilot hole.
