That is a poor choice of caster for that cart. You can see in the picture, the caster nearest you is leaning significantly. Mounted to a plywood base with any real weight on them, these should be plate mounted casters, not stem casters.
I would offer to come fix that or at least make it functional again but it looks like those carts are locked and I’m not sure who has keys
It’s been like that for a week at least the Woodturners are aware. @John.Nicholas was talking with someone about the best way to fix it and plans to get better casters.

There are a couple boxes of heavy duty casters sitting behind the plasma cutter in the hot metal shop if they need them.
