Well not EXACTLY true I have had some boards work properly right out of the gate. But I would say that it’s rare enough that its suspicious when it happens.

I also believe that basic soldering leads to basic board layout, leads to component level troubleshooting, leads to rework, leads to advanced component level troubleshooting, to advanced rework, leads to advanced board layout.
Then sometimes you still have to make adjustments in the firmware to compensate for 'hardware limitations ’ and 'impeedance matching ’

We had lots of dead bug mods for older equipment where a chip had gone obsolete and the replacement had a different Pinout.
